1.) Enter in the download link address into your browser and load the page. Scroll down until you see the "Free Service" button, as shown below:

2.) After clicking on the "Free Service" button you will come to a second page where you will be required to enter a 4 digit code to "Reactivate Passport". Enter this 4 digit code and click the "Click Here to Download" button as shown below:

3.) Now that you have activated your passport, click on the "Click Here to Download" link again:
